Freedom, justice and solidarity are the basic principles underlying the work of the Konrad-Adenauer-Stiftung (KAS). The KAS is a political foundation, closely associated with the Christian Democratic Union of Germany (CDU). KAS has been active in the Philippines since 1964 to be exact. The main activities of the KAS in the Philippines have focused on Social Market Economy, Institutional and Political Reform, and Peace and Development in Mindanao.

Since 2001, the Cotabato City-based Institute for Autonomy and Governance (IAG) has been at the forefront of capacity building, research, forums, roundtable discussions and conferences on regional and local autonomy, good governance, and peace processes between the Philippine government and Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF). With its institutional partner Konrad Adenauer Stiftung (KAS), IAG has regularly provided capacity-building programs to the ARMM Regional Legislative Assembly and its constituent Local Government Units (LGUs).

The European Union (EU) is a unique economic and political partnership between 28 European countries that together cover much of the continent. What began as a purely economic union has evolved into an organisation spanning policy areas, from development aid to environment. The relationship between the European Union and the Republic of the Philippines is a longstanding one, which has broadened and deepened remarkably in recent years. Since 2007, the EU has promoted and has supported the conclusion of a politically negotiated settlement of the conflict in Southern Mindanao.
